Because they got to appeal to the casual audience, which means they can't just be honest with them and explain that Toon Force can be replicated with hax like Reality Warping but much more efficiently and without the limitation of it having to be funny.
"But Toon Force can break the 4th wall and or enter the real world!1!1!1!1!" as some would say in defense, not acknowledging the possibility that a lot of these 4th wall breaking instances are just jokes that have no real lasting impact on scaling unless it's treated as such like something you'd see in Looney Tunes. But considering that VBW's tiering system has a multitude of characters with Reality-Fiction Transcendence, it basically means that even the 4th wall breaks don't mean anything if fiction can do similar concepts without the meta behind it
