Uhhh. The Androids are technically cyborgs, not complete androids like Android 16. So anyone that's superior to Frieza (Who surprisingly took a lightning bolt to the head completely fine) will easily no-sell an EMP. Android 13, 14, 15 and 16, no idea. It is possible they might get affected but if it's that simple, wouldn't Bulma have done it?

Also Android 21 totally waves the EMP away. Heh.

Even if it dosen't kill the cydorgs, wouldn't it shut down the tech inside of them and effectivelly null their powers.

...? Potentially...? Since they don't really have any electricity resisting feats, I guess? But again, if it was that simple, why don't you think Bulma would've tried that? She even has the schematics and if she sees a lack of EMP resistors, won't you think she'd try to do it? Dr.Gero had to seal away and put the androids into cryogenic sleep in order to ensure they don't KILL HIM. If an EMP is all that's needed to stop them, why would he ever fear them in the first place? So from all the evidence given, no. An EMP won't work. Besides the fact that the Androids are so hilariously fast that an EMP by us humans would NEVER touch them in the first place.

Actually, she pretty much does (With the exception of Beerus and the like). Her waves is able to downgrade 3-As down to Yamcha tier 4, which is HUGE by itself.
