He went all out against Uub yet still didn't use Super Saiyan on Ledgic he did. Also Ledgic was still holding back when facing base Goku.
 
I mean, maybe you can considerate that Goku gained a jump in power because Saiyan Bullshit and he was stronger when he arrived in M2 than he was before, I seen some going that route.

That's one way to look at it,
but Goku being stated to be the strongest + Goku telling Pan that Rildo has power stronger than Buu, implying that prior villains had yet to surpass Buu
makes it seem unlikely
 
Maybe he was referring to Super Buu? Or Buutenks or Buuhan? He didn't specificated which Buu he was talking about.

Goku was probably referring to Kid Buu since that was the strongest one he fought and Goku was amazed by Rildo being above him.
(Also Kid Buu's stronger than Buuhan in the anime, so...)
 
Whatever version of Buu Goku is comparing Rildo to is going to be the strongest one he can recall, specially when he the statement is preceded by Goku claiming Rildos ki is impressive.

Goku was smiling while fighting innocent buu and didn't even get to fight super buu

Meanwhile he fought and struggled against kid buu then trained his incarnation for 5 years

And how big is the canon one relative to our own universe?

If it is >=10x then Syn Shenron and Limit Breaker SSJ4 GT Goku (and SSJ4 Vegeta) all become 3-A.

If it is between 5 and 10x then they become 3-B+.

It’s literally the same as canon minus the part of earth being near the edge, so AP is not quite the 27x baseline value we use for Super

Is there a calc for the canon universe size or is it the size of our own universe?

If it is less than 5x our universe then we have to remove the "+" from Black Star SSJ4 Goku/Vegeta

galaxy is just a denomination used by the gods “galaxy” is referring to a sector an Example of this would be when Broly destroyed a galaxy in the south “galaxy” but goku could still visit it because Broly destroyed a galaxy but not the quadrant itself https://media.discordapp.net/attachments/812716975225962506/994272775319592991/unknown.png
