DBZ - Android 21 Bad Minor Scaling Issue

She is said to be superior to SSJ Goku after Resurrection of F, but in FighterZ Goku mentions that Buu is sleeping like when they took the "test" of the Destroyer's Tournament. Gohan also mentioned "he began his training" with Piccolo, and asks Vegeta that why he doesn't train him. Gohan started training with Piccolo during the Zamasu Arc. I haven't finish the whole game, but I am confident more references have been made. Android 21 scales to SSJ Goku after the Destroyer's Tournament.
