Dark Genie has Fate Manipulation?

So when Seda is talking to Toan about the Dark Genie, he states that "While sealed, it gained power and was able to influence the world." And then states to Toan "You know what happened"

Now the only event that happens while the Dark Genie is sealed is General Flag obtaining Genie's Urn that he's sealed in. The Fairy King states that it had to be the men from the east, who were blinded by greed, thinking they could use the power of the Dark Genie for war. Genie also states that General Flag was blinded by greed and released him.

Given he's trapped along side all it's negative energy, the Dark Genie could not have Possessed or Mind haxed them. Genie himself states that he was still trapped and didn't get out until the seal was broken. This would mean while he was sealed and his power increased, it passively caused the event of his release.

Thoughts?.

I thought as much. What would we call influencing the world the if all his power is locked up then?.

Or it's just one of those abilities we can't do anything about due to lack of information?.
