They do for TATARI users, as they are technically more so taking the form of something. They are manifesting as different phenomena. We call it summoning as short hand but really it's information and rumor manip.

I never understood in debating the strongest of each tier, speed would be equal. That would allow people who would get blitzed to potentially win. But is the summoning something that he has to actively do?

Not if he starts in it. If he starts in his full vampire form then infinite speed would be the baseline we work from

This match may have to wait, the Akashic Records (which D has smurf resistances from since he exists outside of) may be getting a Low 1-C upgrade, which means his resistances are upgraded, and likely his mindhax since it worked on the Sacred Ancestor (and he's already 4D).
