Garchomp, Lucario and Milotic all have a really strong advantage against nearly all of Steven's team. Eelektross takes down Archeops + Skarmory well (electric vs flying) and Spiritomb should beat out Metagross + Claydol well (ghost + dark vs psychic). Overall, Cynthia's team should win quite easily, given the type advantages and that Cynthia's team is made up of generally stronger Pokemon.

Garchomp is literally Steven's nightmare. He can just spam earthquake and stone edge to sweep his team. Garchomp's weakness will be Aggron's Avalanche but then Cynthia still has Lucario or Togekiss to take dowm the remaining pokemons from Steven.
