Cherry is stronger and it will explode first, which can kill Creeper. But Cherry also dies, so Inconclusive
 
Creeper wins. According to https://plantsvszombies.fandom.com/wiki/Cherry_Bomb, Cherry's fuse time is no longer than 1.2 seconds, which is less than the Creeper's fuse time of 1.5 seconds. So Cherry explodes first. The Creeper's durability is at least 0.62 tons as shown in this calc of the Skeleton, which scales to the Creeper. Cherry's AP is only Building level+, so at best it's only 3.2 times the Creeper's durability, so it's not enough for oneshot. Cherry destroys itself in the explosion, and Creeper survives, although possibly quite severely injured.
 
If the Cherry Bomb explodes first, the Creeper survives and has no reason to then explode. It wins.

If the Creeper explodes first, the Cherry Bomb's unknown durability means that it dies as well. A draw.
 
Once the Cherry Bomb is planted, it explodes, so it can't choose to not explode. And it will explode first because the Creeper has a longer fuse time.
