Cranky Kong Upgrade

Pretty simple, Cranky Kong is listed as "at least Island Level" via fighting Lord Fredrik, however Lord Fredrik is listed as "At least 6-C, likely 6-B" for combatting Donkey Kong.

So, wouldn't it make more sense for Cranky Kong to be considered "at least Island Level, likely Country level" via scaling to Lord Fredrik?
