Of course I personally vote Tyrant, not that it counts, because if the only thing Arthur has going for him is dynamite, I do not see how he can win.

Mr.X has average human intelligence true but he isnt about to bumble into a room full of dynamite and let himself be blown up.

It is a given that small amounts on the TNT would harmlessly be absorbed by the Limiter Coat and no guarentee that using a big blast would be enough to kill Mr.X.

He did after all casually tank grenade shots point blank from Leon without a problem. Nothing else Arthur has would be of any use. His guns are to weak and in a fist fight Mr. X is gonna give it to him.
