2. Speed is equalized.
3. Dexter had 5 minutes prep time to get his materials together.
4. Both have access to Pistols.

They start 15 meters apart in sight. Plus they have guns, I don't believe that would be Dexter's first move as well as Rei's skill with guns is far superior to Dexter so I believe he can shoot him once in the head before Dexter uses stealth to sneak up on Rei. It's also a much easier and simple wincon. Dexter also has no answer to Smoke Grenades once Rei realizes that he's using stealth as an advantage, blowing his cover.

Understood. Increased the distance and gave Dexter prep time

Alr, seems fairer now. That being said, I'm gonna vote Rei. Way more skilled and just way crazier feats in general. Dexter could try to back Rei into a corner using some sort of trap, or make it close quarters (to try to incap Rei via pressure points) but it's far likelier that Rei just shoots him before any of that happens.

Hmmm....after looking at their profiles Dexter might be able to react before Rei pulls his gun out on him to play the stealth game or if not can try talking to him like he does in most of his encounters with people given his level of deception to either close the gap or again take the chance to hide and try to get close for syringe.
