If it was actually canon, it would still be a massive outlier given even the strongest benders in the entire franchise who aren't the Avatar regularly peak at Tier 8. And even the avatar state at their peak had their best demonstrated feat be 7-B. If a feat like this was canon and done by someone like Raava or Vaatu, it would be a different story. But the fact is, it isn't canon. And Toph is not god tier and is below Ozai's 8-B feat even at her strongest. And he own best feat she scales from is High 8-C.
