Could one High 1-A be stronger than another?

With the presence of characters like The Nameless Mist supposedly in-between Yog-Sothoth and Azathoth, and also going by what I've heard both on here and in FC/OC, I am led to believe that High 1-A could be a hierarchy, if a very thin and almost nonexistent one.

Is this true in any capacity?
 
If you saw the other thread, then you know that it's unquantifiable. A tier High 1-A and a tier 0 could well be above one another or not, or a High 1-A from one verse might be potentially above a 0 from another verse; however there is no way for us to tell. The only things we can ascertain at that level are: those who "exist," atop an outerversal or beyond hierarchy with no known limitations (0) those who may be at the top of a hierarchy but have limitations, those who might have no immediate limitations but are not the top part of a hierarchy, or both. (High 1-A)
 
What I mean is, can a verse introduce two High 1-A characters, establish a difference in power between them, and still have the weaker character as High 1-A?
 
Technically, yes, although we couldn't really evaluate something like that. Nameless Mist already is an example, as it is presumably more fundamental than Yog-Sothoth.
 
I seriously dislike the idea of High 1-As being superior to each other. It reminds me of "my Omnipotent is more Omnipotent than yours". And that's just one problem I have with it.
 
Yes, any High 1-A can be stronger than anotherHigh 1-A, even to a tier 0, but only technically, as there`s not really a way to tell which is stronger without WoG by both sides, and that`s already too much.
