This is a no. It's like saying Character A to O from verse X have only feats that at max destroy buildings and then suddenly someone says his power is increased by a billion of times but he and those scaling to him still get hurt by bombs and tank shells. It just doesn't work.

The multiplier must make sense and be consistent with the other feats shown not a jump from tier 8 to 5 for a multiplier that has no backing.

Exponents don't work for AP Values at all because you get a completely different end value depending on the variable used, so all we get is that Black Flash would be "Far higher" than his Base Tier
