Baoh at his best is city block level, he should be able to win due having a higher destructive capacity than Cole.

Baoh is about Supersonic+ to Hypersonic so he has the speed advantageCoreOfimBalance(COB) said:

In that case it's another one of those DC vs Speed feats
That said checking out Baoh's attacks, he has some acid (which Cole shrugged off before) and electric attacks (which can't really deal much damage to him)
In my opinion Cole might be able to hit him if Baoh is overly reliant on melee attacks due to releasing electricity outwards and homing attacks. Cole's tenacity and capability to keep recharging and healing himself is also a factor so there's that. I'd lean on Cole in all honesty
