That's not entirely true. Yes, the Silver Eyes are effective against Grimm/Maidens, but that doesn't mean they're completely useless against people who aren't those two things.

Fair enough. Still, we don't really know how powerful they are against regular humans, as we saw them in action only against Grimm/Maidens so scaling from it would be a bit of an assumption.

Do you agree with downgrading Glynda as well?

I mean, all we know about the Silver Eyes' effectiveness against Grimm/Maidens is a vague comment from one of the other members of Salem's inner circle (I think it was Watts), where he said that Cinder should have had an easy time dealing with the Silver Eyes, which could mean any number of things.
