For now I have to go with Retsu. He would first blind Feng with the Invisible Squash technique before using any of his other techniques to finish him off. Plus he can use Defensive Shaori to completly negate any damage feng would try to inflict. Mind you that this technique allowed Kaku Kaoh who was an old man that was extreamly physically weak to withstand a hit from Yujiro.

For scaling to Paul, Paul in his prime was as powerful as Kazuya who survived a volcano eruption after he was in weakened state, Paul would still be 7-B but a bit weaker nowadays and Feng faced him and was comparable
