Oni (Honestly, I'm not even sure what he scales to. It seems like he's just upscaling from normal Akuma, who upscales from this or to Gill's sea split, which is 4.4 GT. Let's just pretrend he's the High 6-C baseline 100GT for the moment.):

You can't restrict his awakening, it's in the same key and tier as his base state. His durability with haki also scales to this value.

That can only be done if you intend for the match not to get added to the profiles:

It is not fine to restrict abilities in a versus matchup, implicitly or expressly. Matches that are arranged this way should not be added to the character profiles, as they don't involve their full potential, and are only intended for casual entertainment. An exception would be if the restricted ability/technique has a separate tier from the main one, and is one the character can consciously restrict themselves from using. In this case, the match can be added. The match can also be added if Optional Equipments such as optional power-ups and items are restricted, or if the ability being restricted is indexed after a "Likely" or "Possibly" conditional.

How is oni dealing with regeneration and Elemental Intangibility + lifting advantage + other types of precog that isn't seeing the future, but is reading their mind/intent of what they are going to do?

I thinks it's a stomp via just the first two abilities I named tho

I was about to say that, for a pletora of reasons this is basically a stomp and I doubt Oni has any winconc, he just gets haxed by intangibility, higher stats, weird powers etc... and his precognition which always improves and Oni's resistance not being flawless.
