I think I saw one of Garou vs. Luffy already, it got added before getting taken down for some reason.

Probably the instability of OPM ratings. Garou lost his High 7-A rating then 2 weeks later got it back. He also got drastic changes to his scaling and calcs he scales to many times, wich leads to matches getting taken down with it.

Agreed, or at least only make matches with other OPM characters so tier changes won't really affect those matches since the tier changes would apply to all the characters.

Garou's attacks don't work because of this ability of Katakuri. He doesn't have haki to negate that.

He could still repel him with shockwaves using Exploding Heart Release Fist. Plus, he can create a one-shot gap in milliseconds. If Katakuri ain't one-shotting Garou, then it'll only get more difficult for him to actually take him down.

Bro... Garou is doing nothing. Katakuri can control his whole surroundings, suffocating garou and has one of the best observation haki as well

Even if Garou turns High 6-C/6-B, he still can't hit Katakuri due to Observation Haki + Intangiblity, and then Katakuri smothers him with Mochi.

Garou will still have his High 7-A rating though.
Just that his RE was able to place him in Tier 6. However he will be able to jump up to Tier 6 during battle, so yeah.

Along with becoming High 6 C/6 B he also becomes 4.33c in speed. So, he blitzes before Katakuri can even do anything. He gets massively outstated. Katakuri can't harm him. Even if he tried to smother him with mochi, Garou can pulverize the surrounding with destructive shockwaves to repel him.

Ummm... he gets that much of an amp in 1.3 milliseconds. So basically, the moment they get on with the fight, Garou's development would accelerate.
Also, regarding SBA and verse equalization, would we consider the ability to manifest and use Haki to be a technique?
