or very smart character who planned and use weaponary,technical in every fight

Too many unknowns. What kind of powers do these guys have?

Under normal circumstances, the 5-C would stomp, but if the 6-B has hax or can exploit a major weakness that doesn't involve dealing direct damage, then they have a chance to win.

It all needs context, really. If the Moon level character has some super exploitable weakness, or if the Country level character has some killer hax, then the weaker could win if they plan accordingly.
