Makima worked as overseer of SD4 until she decided to hand them over to Kishibe, so i'd include Kishibe over her in it any day. As for SD5, she participated directly in it as a leader/captain, so i'd say so.

The angels make an appearance to stop him as that would throw off the harmonic balance that devils and angels have in the world. Then the Death Devil would appear to stop the Angels from killing Pochita as Pochita is actually the Life Devil, and without Pochita the Death Devil has no power.

The future normally has no impact on the present since only the present actually exists, so the worst change is that concepts such as "tomorrow" or "later" will vanish. Communicating would be very hard as planning could not happen.
