It's worth pointing out that since Devils are powered by humanity's fear, when the human population was way lower, Devil's would've been much weaker. So even if there were a bunch of OP Devils based on things that don't exist, they wouldn't have been that strong.
When there were a million people, Devil's would've possibly been 1000x weaker on average than when there was a billion people, assuming amount of fear linearly scales with strength, which it probably doesn't.
(City Block level Darkness would've still been unstoppable though considering even metallurgy hadn't been invented yet.)
