Chain Reaction Feat Issue

As many people know, we generally don't accept chain reaction feats unless the user has the ability to force the conditions in a battle. This is not the case of Milo Murphy and SCP-1440. For Milo, his ancestor caused a volcano to erupt. Even on his page it is noted that it is not combat applicable. Furthermore, it isn't just "not combat applicable", but it isn't even his power that isn't applicable. He causes a chain reaction which results in that High 7-A rating, so not only has he never caused it (ancestor only), can't trigger it at will (Murphy's Law isn't under his control), and is a chain reaction (he didn't just force the explosion itself, but rather triggered an already existing volcano's eruption that gave that result). It's not just "not combat applicable", it's completely ridiculous that it would be a tier or AP.

Now for 1440. 1440's tier comes from a nuclear bomb going off because of his presence. He doesn't carry around a bomb to detonate, can't generate one, and does not have the nuclear bomb's level of power on command, but rather just triggered the detonation of a pre-existing weapon. This is on the same level of rating President Harry S. Truman Low 7-C for giving the command to drop the Hiroshima bomb. It isn't his power but Truman actually has more replicability of that feat than 1440 could ever hope for.

Because of this, 1440 should shift to Unknown and Milo should have his Murphy's Law tiers removed completely.
