Speed is NOT equalized, the reason for this is because I'm using Power Level 120,000 Ginyu, and despite the fact that Cynder is stronger than him, her reaction speed has a 1/2,500 to 1/5,000 probability to hit him, but if she does, chances are he's dead, due to the high gap of 5-A and High 5-A, however if he manages to do the body switch, and learns how to control her body, she's a goner because she isn't used to being in a two legged body with arms, and we know Ginyu can at least get used to a four legged creature's body, being as a frog, but I'll leave rest of the discussion up to you.
