They need to be able to see souls. James Bond can't do that, so you can't give him an ability he doesn't have.

In this Bleach CRT, it was decided that Shinigamis are invisible to people without spiritual power and that verse equalisation won't let non-spirituals see Shinigamis from now on. Wok brought up Stands at one point too. Though he was ignored, the point still applies to Stands which should be invisible to people without the means to see them.

Here, I was giving Gar/Schnee a list of visible Bleach characters so that he could make fair Bleach threads.

In conclusion, verse equalisation doesn't let you get powers you didn't have before. Its not really forbidden to let people see Stands/Soul Reapers etc. without the requisite power. More like such matches don't get added.
