Example:

Character A makes an EMP that knocks out the power of a city from x kilometers again.
 
Not exactly sure if you could, it doesn't involve blowing away stuff at high speed like a classic explosion, it only involves knocking out your electrical power grid, unless of course, the EMP is nuclear, but in the case of the latter you'd have a hell of a lot more things to worry about than getting struck by a nuke's EMP.

No idea, never calc'd an EMP-related calc in my life, but I'm pretty sure it's nothing like your usual big-boom-destroy-all-solid-structures-via-overpressure-or-something explosions
 
No, I just wated to calculate the electrical output of a character that later electrocutes others and they survive it.
 
Sonic from the Paramount movie is tiered this way, so I think it is.
