Power to decide you are stronger than someone?

What kind of powers or abilities would be attributed to being able to be stronger than what you killed/defeated? That it sort of sets a bar to clear for those who want to defeat said person who defeated someone stronger?

Example, a Dragon kills a City, with this power this makes the Dragon stronger than a City, meaning anything below that can’t beat the dragon if they can’t kill the City Or something similar.
 
Law manip that dictate one is unable to do something; reality warping cause yes; depend on the power description might also be subjective reality.
