Can Touma null something enacted by Law Manipulation?

if we go by how IB works he would become a black hole the negates everything until the universe becomes nothing when he goes to a different universe

if we simply go by verse equalization the rules would not work on him and who is contact with his right hand
 
I mean in that world it is natural for that world to have its laws enacted by Tet. So it is an unnatural occurance that is completely natural in its home world. So would it be natural or unnatural?
 
IB has data stored in it for what is natural and unnatural( think of it as a back up of our world) it negates anything with different value from the one stored inside If we go without verse equa it would literally negate the universe itself as it's different from the original If we go by normal rules it would simply negate the effects on him and anyone touching his right hand
 
What im specifically asking is if the world has all its laws made by a god using law manipulation would the laws be removed?
 
by verse equalization, no he would not remove the laws unless he touches the source, but they will not apply to him
