Can the sole survivor with his best equipment defeat dragonborn?

If the sole survivor were given prep time, prior knowledge about the dragonborn and fought him early game with speed unequal, how good is the sole survivors chance at beating him?

If it's anything past BOG Dragonborn he absolutely floors

BOG gets gunned down by 8-B guns

With speed equalised yes. But would it be a fair matchup if it were unequal? (i probably should have put this on a wall now that i think about it)

BOG, the Sole boi definitely has enough firepower to blow him out of the water and enough gear to deal with him

There is also magical mindhax, not Thu'um just mundane magicka hax. The book Incident at Necrom described one can ultilize mindhax with waving her hands or there is also a book describing a mage experiments "Eternal Tsukuyomi" on his subjects under the basement for 30 years.

Sole Survivor with best equipment will lose upon Dovahkiin's giving a thought after detecting his/her presence with an auto-cast detect spell. Precognition and Detect sensory magic are super basic and common.

Huh, so even with prep ss gets out haxed. How even would this be if you were to equalise speed?

With equalised speed, it would be much easier as Dragonborn would not have a pain of finding SS's hiding spot. In this case, he can wave his hand and our SS is freezed or mind-****** into a minion for Dovahkiin.
