Yes, he can still be touched as a Soul Reaper, he's only invisible to anyone who can't see spirits, he's very much tangible.

Yeah, Spiritual Beings like Hollows and Shinigami can be touched by regular people because of how high their spiritual density is.
Low spiritual density allows the "ghosts" called Plus to be intangible and go through walls and such.

Spiritual Density refers to their Reishi composition, the spiritual matter that makes their spiritual body.
So yeah, basically they're so spiritually attuned that they have a larger Reishi composition which allows them to be touched.
