Can genjutsu work on inanimate beings?

Not anymore.
Genjutsu should work as long as one of two criteria are met, the person in question has senses tied to a Physical body or is made out of energy that can be equalized to chakra

As long as the doll has normal senses genjutsu can effect it.

In Ultron's case it can operate normally as a rogue computer program so he has more evidence than Gowther of being immune to it afaik.

Gowther cannot feel pain, breathe taste and etc so he only relies on sight so would genjutsu affect him?

Should they? I don’t remember a genjutsu working on one after having been initially destroyed at least, also, there is the infinite tsukuyomi, where the edo tensei people aren’t affected.

They are made of that substance so it makes no difference if they are intact or not

Though they would appear after the Jutsu is dispelled, at least shown after the Hokages were sealed when Orochimaru summoned them for the first time. And they even show to have blood flowing form them too, via Itachi’s eyes.

This is still a regular brain

It's not comprised out of paper, it just turns to paper whenever it's wounded

Edo Tensei can bleed and mould chakra, something requiring organic matter

moulding chakra does not require organic matter and the bleeding is just straight up inconsistent

We've seen 2 edo tensei bleed from abilities that require or produce bleeding when they're alive. That's not inconsistent.

Anyways, you could make an argument if they had any type of organic brain, but things like puppets or dolls, no
