Can a High 3-A character create a universe?

Not necessarily.
Same way a High 8-C character cannot be assumed to be able to will a skyscraper into existence, a high 3-A character cannot assumed to be able to create a universe just for being high 3-A.
Of course if he is able to channel his energy into Creation, high 3-A is more than enough to create a universe.

No, you need Low 2-C creation to create a universe from nothing. Because you'd also create his time. High 3-A isn't enough.

He didn't specify whether he was creating the universe's timespace, it could easily be a 3-A feat.
