Questions about High 3-A

If a character is High 3-A, but has an ability that doubles all of their physical stats, would they still be High 3-A?

If a character also survives multiple attacks from a High 3-A character, would they still only have High 3-A durability?

What if the character tanked attacks from a High 3-A character? Is "at least High 3-A" possible?

If a character is High 3-A, but has an ability that doubles all of their physical stats, would they still be High 3-A?
Yes. High 3-A is a tier involving infinite energy, and 2 * infinity = infinity

Yes
What if the character tanked attacks from a High 3-A character? Is "at least High 3-A" possible?
Not exactly, because "at least" is meant for if you don't know what they exactly scale to, but you know the bare minimum they scale to at least. Tanking High 3-A level attacks just makes you higher into High 3-A without further context

What about destroying and recreating a universe that's finite in size? Would that be Low 2-C, High 3-A, or just 2 times the base 3-A attack potency value?

Destroying it is just baseline 3-A, same with recreating it. You can do both of those with just baseline 3-A Attack Potency. High 3-A would only be if the universe is infinite in size, and Low 2-C would be if you're actually destroying the entire space-time continuum and not just the physical universe itself
