A ~700 meter high horizon distance storm clear in like 2 seconds. Yeah, that'll be high. However, take note of the cloud type. They aren't cumulonimbus, so they aren't even close to 13 kilometers tall. When they get cleared you can see they are pretty thin-looking. Not correctly. The Calculation assumed he was falling from his bike with 0 starting speed. He, however, crashed ON the bike into the ground from Cloud Height and a starting speed of at least 150 miles per hour, since he kept up with brooms.
