Butters Relatively Haxy Brackets

Basically, he use it at the key moment when something is really not going his way. Like his entire plan become undone or when the good guys is about to success in their plan to save the world. It allow him to rewind time to a certain degree (severals days in the show). Everyone retrain their memories, but every action that has been done during the 'Reset' basically doesn't happened.

There is another function though but he never use it on himself but he give it to another character. Basically he can infused his hit with Reset, allowing him to retcon the enemy's power upon impact.

He do love spamming his time stop tho.
 
That doesn't sound too bad then, since getting hit would probably result in death pretty quickly in this kind of tournament. He works then. Added

Alright, here's my suggestion: Calypso. Is he good? His 5-A Size Manipulation is one of the last thing he would start off with. Beyond that, he's just a 9-C with 5-A hax.

Thought-based:

Mind-hax, memory-hax and life drain

Other:

Possession and curse manip

Not sure if he still qualifies though.

His curse manip requires gestures at least. But the mind-hax seems to be thought-based but he doesn't usually open with it unless the enemy is far away enough to avoid his possession.

Seems pretty much. He gestures and that's GG. That's basically Thanos snaps.

The Dunwich Horror? His biggest adavantage requires time at the very least.

Just a question: is optional equipment allowed? It IS supposed to be a hax tournament, after all.
 
Weekly tells me he starts with mind haxs or summoning. Which some people do resist mind haxs here, so it didn't seem that bad
