i dont think this is an outlier since the building even shaked and jumped itself,

I'm pretty sure we don't take Bulma's "feats" as outliers.

We take them as "gag scenes" which are not meant to be taken seriously.

Also this would make her stronger than Kid Goku meaning that she could have soloed pilaf and his gang on her own.
