As unified time-space start at 5D then yes, travel in time is considered Dimensional Travel. Although, only transporting to spaces do not grant time travel, and only time travel do not grant space travel.

I unknown if there's aome missing, its all about treating dimensional travel like moving into another coordinate outside of the x, y, z ones. Although, you wait for more input.
