The Crimson Bolt is also in the group of people being discussed, and physically he is only 9-C, 9-B with weapons. Argument is pretty invalid :/

Also I agree with Hellbeast1 on the fish man thing. Also for all we know he could just be causing the water to overturn the boats, or something like that. "(of a boat) overturn in the water."
 
Crimson Bolt has no page, was only thrown in as an easter egg becuase James Gunn, and if he actually meant to be a serious expanded universe thing he either may have gotten stronger since his movie, or it is a case of him being the Batman for Brightburn's Justice League.

If the merman used water, it means he either has water manipulation with that much power, or his mere shockwaves were strong enough to cap the boats

Headless: "no page" is irrelevant. James Gunn confirmed he was canon to the verse. Still haven't shown why the monsters would scale.
