I remember it was Oliver Queen and 7 paragons doing ( majority was Spectre's doing where 7 paragons destiny was to forge creation with their subconciousness to help save multiverse ).

Oliver just like narrator is showing infinitude spreading into infinite measure/possibilities across space and time. Paragons were about to subconciously help reforge Earth-Prime universe to their favour.
I disagree completely. To me book didn't show enough feats or doesn't have enough statements to be that strong
