During a CQC fight yes, but at a short distance it's kinda hard to find someone who would not even Sub consciously look at the eyes especially wothout knowing what happens

Pennywises madness just sorta kills you, iirc. If it didn't he's already pretty insane due to the Butcher's Nails but outright dying would be a problem
