I don't think that's Regenerationn, that's just Bill acsending into the 3rd dimensional physical form (though I will say this highly supports Bill being Non-Corpereal), Regenerationn implies that the user is.... well regenerating from an injury after it had lost a significant protion of itself.

not really noncorpeal, he defines it as a ghost, and can be affected by other disembodied minds (like in stans mind, they can create things that affect those ghosts)

Ghosts are basically consiucnesses so I think its safe enough to call it a consiuicness. Bill being affected by other disembodied minds doesn't really mean he isn't non-corpereal either, as Dipper, Mabel, and Soos were also technically non-corpereal during that point, as they were just a diesmbodied consiucness that can alter reality just like Bill can as they were all in the Mindscape, making them on a even playing field.
