This match is literally a guy who can destroy the Multiverse vs the Multiverse.

This is a toughie though. The Comsic Mind isn't like your standard Multiverse. It's fully sentient and has unparalleled control over reality and magic itself, in its most pure of form. Thanks to The Cosmic Minds form of immortality, Bill might not actually be able to kill him. As long as any entity views The Mind in some form or manner, it will exist, it will only truly die if no one views it anymore, which would extent to Bill. Meaning Bill would have to kill himself to kill The Mind.

Basically, I think it's inconclusive.
 
Same for inconclusive as of the above. Bill may be powerful but if there's nothing for him to permanently take out CM, it'll just be a constant stalemate between the two.
 
Yeah...Much as I like Bill, he doesn't have the right powers to take down Cosmic Mind, same goes for the Cosmic Mind, it's inconclusive til the end of time.
