Then you obviously haven't watched the whole series. **MASSIVE SPOILERS AHEAD SO DO NOT READ IF YOU HAVEN'T FINISHED AND DO NOT WANT TO BE SPOILED, SERIOUSLY** Bill Cipher eventually manages to create a portal into the Realm of Nightmares and then materializes into the physical world. Once there, he has MASSIVE reality-warping powers, and if freed from gravity falls would be casual universe-level, thus the designation of At Least Low 2-C.

Anyway, just what levels of reality-warping does Apocalypse have once he's Low 2-C??? And what levels of time-hax or anything like that? In other words what additional hax does he have in that mode that he normally doesn't? Because Bill has plenty of hax, and most of all some VERY high level reality-warping that just makes the laws of physics whatever he sees fit. He can bring inanimate objects to life extremely casually. Stuff like that. Bill also killed the likely 3-A to low 2-C Time-Baby (who rules over the entire Space-Time Continuum of the Universe) quite casually. Bill himself has some pretty impressive time-hax, as well, and space-manipulation, MFTL+ travel capabilitites, etc.
