Best Villains for Every Tier

Motivations: Her motivation is to conquer the world. Not an original motivation, but her main motivation in her film (Willow) is to banish an innocent baby into the Netherworld. She handles this with her powerful army.

Presence: Veeeery strong presence coming from her actress, Jean Marsh.

Threat Level: Let me put to you this way so I don't spoil the movie for you. Queen Bavmorda is clearly NOT someone to mess with. Even the protagonists of the film come up short in the use of force against force. For a 9-B villain, she's tremendously powerful.

Personality: This is where she loses points. She has a strong, commanding presence, but it's made clear she was practically BORN evil.

Entertainment Factor: Oh God, Jean Marsh, as Queen Bavmorda, is tremendously entertaining as an evil sorceress.
 
You know what, I am going to Consider Frank's monster a villain since he did do some fairly villainous stuff in the story.

D&D alignments have their own sets of problems (which I won't get into because that would unnecessarily eat up even more space), but they don't seem to function how a lot of people believe they do. Alignments are not hard and fast "this person will always act this way under all circumstances" laws. The Player's Handbook makes this pretty clear.

"A typical creature in the worlds of DUNGEONS & DRAGONS has an alignment, which broadly describes its moral and personal attitudes."

"These brief summaries of the nine alignments describe the typical behavior of a creature with that alignment. Individuals might vary significantly from that typical behavior, and few people are perfectly and consistently faithful to the precepts of their alignment."

A large amount of people in the real world believe in the importance of laws and try to do the "right things" as they are determined by the society around them. This will be true for them in the vast majority of cases where it matters. This does not mean it will be true at all times. Someone who is lawful good is perfectly capable of acting outside of the precepts of their alignment on multiple occasions and remaining lawful good, because that is what most broadly describes the moral and societal guidelines they abide by.

Let's say Doctor Evilstein is basically "Super Hitler". He commits acts of extreme violence and is generally spurred purely by his greed, hatred, and sheer bloodlust. He is considered chaotic evil. One day, while razing a village and flaying the flesh from its inhabitants, he comes across a lone boy weeping in the wreckage of his former home. As the boy cries, a chord is struck inside Doctor Evilstein, and he experiences traumatic memories from when he too was just a young lad. He shows mercy and lets the boy go, which is an act outside of his general alignment, before continuing to annihilate the rest of the village for the hell of it. Acting outside what is expected of someone who is chaotic evil every once in a while does not change the fact that "chaotic evil" is the most accurate label for Doctor Evilstein due to the overwhelming majority of his actions.

The existence of alignments in D&D does not mean that everyone and their mother is a celestial or fiend and is quite literally made of their alignment. People are still fully expected to be people, and often act in ways that run counter to their general sense of morality and personal beliefs, just as they do in real life.

So my nominations:

Baldur: imagine if you will knowing your fate, having the knowledge that despite all you do your life is fixed at its end, that your death will never change and that it will bring around the end of all things.

Now imagine being cursed with invulnerability, never to be harmed or even to feel anything at all. Your life is now one without excitement or sensation, making many of life's experiences utterly pointless. Now imagine never being able to die so that extends for hundreds of years.

If one bad day can drive a man to lunacy that what of 100 years of nothingness? Would not the most sane man be driven to madness, to hate the very woman who brought it on him? To be the greatest at what he does and yet his master can never free him.

So he hopes, he hopes to find someone, anyone who can bring the slightest sensation, the slightest sense of feeling alive again no matter how long it takes.

Congratulations you now know what it's like to be Baldur.

Darkseid (DCAU): honestly not much to say but he's pretty much his comic counterpart with the definitive voice abd an impressive list of iconic monologues
 
I disagree with Baldur, he definitely had a sad and understandable origin but that doesn't make him a great villain,

Notice that I said great instead of good. That's because baldur isn't a bad villain he just doesn't rate among the top ones.
 
Caliborn/Lord English is likely the best 1-B villain. He's a meta-villain and his motivation are simple: he wants absolute power, and destruction. He's a threat to the reality itself of Homestuck, even to the author, all of what happened in parallel are to prevent him to be or to make him be. He isn't that complex, but he's backstory as Caliborn is more for mocking complex-building backstory (like he's just a child who failed to be a mangaka and killed his sister). Everything that he, his servants, or his components have done are according to his will, nearly all of Homestuck is dicted by how they acted and what they have done, especially Doc. Scratch which a meta-villain really close to the "omniscient narrator" style and Gamzee which make one of the big turn of Homestuck and became one of the best characters. Seeing Caliborn is most of the time funny (he parody Homestuck in his own shitty fanfic, while he's supposed to be a "omnipotent paradoxal demon"), Gamzee ironically was the one giving us the most foreshadowing about Lord itself, each time Doc appear we know that thing will get worse, and not to mention Equius and Lil Hal who's more here for being comic than anything else. Reader: Have a mental breakdown mostly show all of how Lord became to be and how his shenanigans were perfect, his appareances also always show how big is Lord's threat. There's likely much to say about it too.

+ he's the leader of a gang of lepreuchaun with a romance based on luck and which all are shitty time-controlling mobs (which is also used by the author for introducing to use time travel and not confused the reader with the following events), it's still a good thing.

@Sera fair enough but I do feel he is quite good at being an antagonist (What with his presence in the ame and what he represents to Kratos himself)
 
Yüki Terumi for Low 5-B. Alongside the wall of text above for him, he is also really entertaining to see and watch. He trolls, he mocks, he calls you shit, he's so, so evil that you'll just love him for it.

There is also an advantage for Terumi that other villains don't have and that is playing as Terumi. Every fighting gamer knows that when you main a character, there is weird connection between you and them. As a Terumi main myself, maining Terumi is extremely fun and satisfying in such a devilish way. He's low tier but that's just another way to insult the opponent when they lose to you, Terumi's gameplay is all about mocking and showing the opponent just how shit they are. You do long ass combos and loops to say that you suck ass and you need to reflect on that, literal taunt cancel to combo option to frustrate them even more, low negative penalty to play dirty and that 70% meter drain UUUUUHHHHH.

Overall, he is extremely dangerous and extremely fun. Both to watch and play. Not to mention his design is just superb coming from the guy who is learning how to design characters, showing how you are able to create character design oozing with personality while being realistic for the setting of the verse. Also his theme is just lit. Check this out.

    This is a better analysis of Dio's character than I could ever write.

    It wouldn't be exaggerating to say that most of Jojo's plot is influenced by DIO. His actions cause William Zeppeli's death, and Jonathan Joestar learning hamon and his eventual death as well. Thanks to him making zombies, Joseph Joestar grows up without a father or a mother in his life. Dio's fusion with Jonathan's body lead him to gift Jonathan's descendants with Stands. If it wasn't for Dio's ability to stop time, Jotaro would have never gotten a Stand or learned that he could stop time. Giorno is Dio's son, enough said. The universe almost gets reset because one of his friends is trying to bring him back to life. To put it one way, without DIO, JoJo's would be a very different story.
  • Threat Level: How much of a threat are they to the main character(s) of their story? Or, in the case of wider-spanning verses like Marvel and DC, how well are they portrayed as being a threat to the major players of the setting?

    An extreme threat. He kills Jonathan's dog, after beating him up and kissing his girlfriend. Then he goes on to kill Jonathan's dad before becoming a vampire. Jonathan barely survives the encounter. After that, when Baron Zeppeli and Jonathan attack him, he easily almost kills them both. Dire gets almost effortlessly destroyed by Dio Brando. Then, in part 3, DIO is built up as a enigmatic foe with an unknown strong power that completely delivers on the hype, killing off characters that have been a part of the main cast with the beginning.
  • Personality: How complex is the character?

  • Entertainment Factor: At the end of the day, how entertaining is this villain to see on-screen/on-panel?

    It's pretty funny seeing DIO making a senator drive through a street filled with people or those hilarious Jojo metaphors he makes. There's also the classic "MUDAMUDAMUDAMUDAMUDA WRRRRRRRY", you gotta love it.

    I nominate Dio Brando for 8-C.

And gonna explain my Samuel T Owen vote from Ajinn

Motivations: Their motive was initially thought of to be a revolutionary and change the world's perspective of Ajinns, but frankly that's not entirely true. His sociopathic nature becomes more clear as he's revealed to not understand life and actually wishes to entertain himself. To the point that he has to wage war against Japan, well humanity here, in order to do so and has been successful so far. Slowly but surely he's wrecking everything in Japan and getting more and more allied Humans and Ajinns there.

Presence: Very big. He's a terrorist and announces himself to the world. Despite that he doesn't go in frontal one army assaults but actually uses tactics so he's not always there, but a presence of a terrorist that invokes fear to everyone is always frightening. He's always being a threat no matter what situation the main characters are in.

Threat Level: His threat level is very high. Despite possessing powers that won't really shine in other verses, he uses it so efficiently. The capability to revive from death and have your own Stand is very useful alongside his actual training with the military prior to the Vietnam War. His strategy and planning makes him capable of single-handedly taking on an army of JSDF and frequently outshine skilled agents and users of the same ability, always using it in unorthodox ways. In fact right now he's seriously effing up Japan and he might wage war with USA, who knows. But seriously, he frequently circumvents weaknesse by doing insane things. Tranquilizer darts being your weakness? Cut off the limb or kill yourself so your body is safe from it and you can respawn without being knocked out. Need to move around fast and get to a safe base? Send the enemy base your arm as a fake chicken leg gift and dive into a wood chipper so you can teleport respawn there. Impenetrable wall? Let's use Science by making a hole there. Need to sneak in? Have your Stand pretend to be you by ripping off your own body and having him go there.

Personality: He's a sociopath who doesn't understand life and loves games. However, he's also someone who has a rational mind. Too rational mind sometimes and is very cheerful even when he's going to war with an army or dropping planes. Hell, he has a lot of fun referencing the A-Team and Miami Vice, and plays games a lot. His aim is to decapitate the MC's head in order to give him an upgrade since apparently taking off heads alters your mind greatly after you resurrect. His motive is also fuelled by his love for a challenge and he's likely going to be a bigger threat as this manga/anime continues.

Entertainment Factor: He's friggin awesome as a villain. Everytime he's around his presence shows and you know things are going to get bad. His video game and movie references are amazing, he's a badass when he's outsmarting and outbadassing the enemy. And he might be the first to make Anime CGI (full anime CGI at least) Look really really nice but even in his manga he's a badass.

Ganondorf for High 5-A because Frieza is going to take the 3-A spot.

  • Motivations: What are their motivations, and how well are they handled?
He wanted to obtain the Triforce, the absolute power of the verse with really good RWing powers via granting wishes, in order to better the conditions of his own people, as Ganondorf is the king of the Gerudos, a race of thieves that lived in the desert. Living in the desert wasn't pleasant. After he managed to get the Triforce of Power (one of the 3 pieces of the Triforce), he got blinded by power and became dead set in obtaining the other pieces in order to conquer every world of the Zeldaverse. One of the many 2 moral lessons in Zelda, after all, is that power blinds people and makes them desire more power even if their original motives were actually sincere. That's something that happened way too often in history.

  • Presence: How much is their presence felt within their story and setting?
I don't think it's possible to underestimate Ganon's presence within the games. A prophecy about Ganon returning after 10000 years when he was considered just considered Fairy Tale was enough to move the entire kingdom in a massive preparation for his return by escalating a mechanical army and four powerful and massive machines across Hyrule. And every time he appears onscreen, you can basically touch his massive presence.

  • Threat Level: How much of a threat are they to the main character(s) of their story? Or, in the case of wider-spanning verses like Marvel and DC, how well are they portrayed as being a threat to the major players of the setting?
He's the incarnation of the Demon King's hatred, cursed to forever come back and bring darkness to the world. The Triforce of Power isn't called this way for no reason, too. Invulnerable to nearly everything in the verse except holy and Light stuff, extremely powerful physical abilities, tons of haxes and Low-Godly Regenerationn, Ganondorf is an extremely big threat to the entire Zelda verse.

  • Personality: How complex is the character?
He's cocky and arrogant in OoT, as even before getting the ToP or becoming the Demon King, he was already one of the most powerful person at the time. ToP simply amplified that. Because OoT didn't happen for time sheningans in the timeline leading to Twilight Princess, he still maintains most of his OoT personality but never bothered to learn how to play an orga. Wind Waker is completely different, though, as he apparently learnt his lesson after failing in OoT. His personality is much better, but I think I'll expand on it later.

  • Entertainment Factor: At the end of the day, how entertaining is this villain to see on-screen/on-panel?
Defeat Ganondorf, The Great King of Evil in Ocarina of Time by deflecting his attacks with a normal bottle. This should be the new "try to not laugh" challenge ovo
