This is complety a matter of opinions; I can say that there could be a couple of chararcters in certain tiers based on my own criteria, but there will be someone that says the opposite from their own perspective.

1-A is Lucifer High 1-B is Death or Dream

Someone's probably going to say EoM (likely Zach)

I like the way Ahzek Ahrima is written and its more consistently enjoyable than some other The Emperor of Mankind characters are, so I guess him for High 5-A.
