I agree with GiverOfThePeace here honestly. And if the Manga perceives it as Ocean King creating it, I'm rather sure the statement hold validity still regardless due to the fact it means that even the people who wrote the manga would be under the presumption that he created it and I think it counts as a secondary canon regardless.

Also, they wouldn't have to take the Reality Warping, if it's a similar case for other characters in-universe, which is something you seemed to acknowledge, there's absolutely no reason Bellum should be the exception here.

I don't see why that'd change much, he doesn't even scale to the main cast and the only Link that scales to him is a one-off mask stated to be equal in power to him. If that's quite literally the only reason against it being a secondary canon that's purely a "I don't want this verse to be this tier".
 
Yeah, Manga isn't canon to the main story, so it should preferably not be used.
 
Also the Low 2-C Majora feat in the manga comes from a chapter in the manga strictly called non-canon so even if the manga was accepted as a secondary canon, that one chapter is strictly stated to not be canon.
