About the moon feat, Tetsuo actually grows a lot stronger after that. Throughout the story, his powers continue to escalate, even after he controls them. The reason he gains the ability to incorporate machinery into himself is because they eventually grow to the point where his body alone can't. Later, it's implied he grows even more powerful after briefly managing to control his absorption abilities.
Without forcefields and telekinesis, he can be harmed by regular missiles. However, similar attacks from lasers at full power later do next to nothing even when he doesn't defend himself. It's possible he even tanked a city-block busting beam without his forcefield.
In his baby form, he can absorb and incorporate machinery into his body, even gaining a new limb to replace his old one and partially merging with ships to fire missiles. He can also absorb poison or knockout gas. It's later shown that Akira doesn't even need the baby form to control machines from orbit.
During his battle with Kei (a fellow psychic), Akira increased her own gravitational pull, even to the point attracting surrounding pillars to her.
Resistance to Drugs comes from surviving bags and bags of drugs, each pill being more powerful than a bag of drugs in of itself. Resistance to Cold is from tanking sub-zero temperatures capable of freezing humans. In fact, Akira, who has the same powers to a higher scale, tanks being in an absolute zero chamber.
Without absorbing technology, Tetsuo was able to heal from a bullet wound in hours. After absorbing technology, he regrew his entire arm in seconds.
Conclusion: I'd say inconclusive. Especially since Akira could accidentally become a baby who transcends time-space during the battle.
