I've played the Game and found Out somethings

1. Hugo Is Universal He Created The Batter and Vader Eloha He literally watches Over all.

2. When The Batter Turned the Switch to "Off" he Purified the World, This is Debatable if the World is actually a "Universe"

3. Debates aren't my Strongpoint so, Bare with this Info i'm giving you

So, What do you think? The Batter as A Universal Being.
