Base Ulquiorra and Halibel upgrade

It doesn't make sense to me that Ulquiorra and Halibel's base forms are only MCB, it says they are scaled off of Grimmjow's base but his base form is Town level, that doesn't make sense to me, why would their base forms be weaker than Grimmjows?

Because Grimmjow in base fought with Ulquiorra in base and sealed him in another dimension. For a while.
