Bare minimum tier for someone over a thousand feet tall

I was thinking of creating a profile for Gargantua the giant from Gargantua and Pantagruel sometime in the near future. I need to know though, what's the bear minimum tier warrented by someone's sheer size if they are so big they have a 900 foot long comb? City Block? Multi City Block?
